The proposal comes as community concerns continue over a planned private ICE detention facility. Supporters say the change would prevent private prison operators from developing facilities on qualifying city land, while opponents argue it could limit future detention capacity.
The recommendation now moves to the Salt Lake City Council, which will make the final decision on whether the zoning changes become law.
